I've added some documentation to hdfs_permissions_guide.xml to note that the
implementation exists, and point to the javadocs for more information.
I've also added some additional information on the topics we've discussed to
the javadocs, and filed HADOOP-8170 to track the search limit improvement.
Additionally, I've updated the patch to hopefully deal with the findbugs
warnings that popped up last time.
