Jenkins build 3 downloaded a GitHub HTML page as out/input.patch and stopped
before any tests ran, despite the PR being mergeable. Refreshed the unchanged
commit as b0ed8adf for one bounded CI retry; its source tree is still identical
to the previously tested 2d180683. If patch retrieval fails again, Jenkins
infrastructure needs attention rather than a source change.
