May be a patch with all the required changes will help us decide if it is
disruptive to convert {{SecretManager}} to an {{AbstractService}}. I suspect
the change should be minimal if any to the HDFS SecretManagers.
[~ozawa]: are you able to post a patch based on the latest approach?
