Should it use Connection.connectionRetryPolicy? Note that
connectionRetryPolicy is already configurable, see
- ipc.client.connect.max.retries
- ipc.client.connect.retry.interval
For HDFS, see
- dfs.client.retry.policy.enabled
- dfs.client.retry.policy.spec
