bq. -1 tests included. The patch doesn't appear to include any new or modified
tests.
This isn't easily tested in isolation, but my new tests in HDFS-2856 are using
the new property successfully.

This is unrelated. HADOOP-10289 already tracks a deadlock in
{{TestHttpServer}}.
