How about putting out RC2 right now (with the Vector back and the throwExceptionWhenMissing property). then factoring your changes and release RC3 with these. If they work out, make the result 1.0?
I would prefer to hold the rc2 until the refactoring is checked in, but I'm not fundamentally opposed to this.
