Hi Cary, Thank you for bringing this up and your efforts in managing the Wikimedia Commons Group on Flickr. Currently, we have more than 28.1K photos of the Flickr group. In that case, I wish there was any tool that could prevent uploading images that are not incompatible with CC licenses. By human effort, it does not seem practical.
