The Incubator PMC has refused to add committer docs to their site, so any email content should be replicated on www.apache.org/dev/ space. Hopefully, an email template should be on the site as well. This wouldn't require much oversight and infrastructure@ is responsible for the www.apache.org space anyway. -- justin
