(a) Dw could tell us if/where he'd like us to have this
dicussion. I still think that infrastructure-policy@
would be a good new mailing list.
(b) It need not be Java-specific. My proposal is specifically
not specific to Java. I mentioned binaries for httpd, and
CPAN federation.
