Yes. Stable URIs are a must.
Hence the subproject piece of the directory structure was left out of
the maven repository and we went with <project> only.

More stable, less fragile. Still provides for qualified the naming space,
and is more in keeping with how we've been doing package naming.
I don't know if it needs to be a directory hierarchy, though. The naming
separator could be anything.
