Debian went quiet after Roy responded to their concerns. We'll see how they feel, I guess. I talked with Eben Moglen in person yesterday, having happened to have been in NY. His sense is that the two licenses are compatible; that one can incorporate AL 2.0 code into GPLd code and release the combined work as GPL, and that (loosely paraphrasing) the FSF would take whatever further steps necessary for compatibility in the GPL 3.0. It wouldn't hurt to state in a license FAQ or somewhere else that the ASF believes the two licenses to be compatible, and will not try to prevent anyone from combining AL 2.0 code with GPL code.
