I'm not sure about mactcp needing a fixed ip address... Obtain 
address dynamically is an option in the system 6 compatible mactcp 
control panel.
There is really not that much difference between system 6 and 7.01 
when it comes to mactcp. The version of mactcp that is no longer 
system 6 compatible is not much more than a bug fix afaik. Some kind 
of DHCP support (as mentioned by the pickle) starts with OT, which 
will not run on anything below 7.1 and needs at least a 68020 
processor.
BTW Not all routers demand DHCP support. It might be possible to hook 
up your se to the internet using the right router (software).
