Perhaps it is this:
Modems can do data compression. For a telephone line speed of 28k8 and a
compression rate of let's say 2, the *port* (on the back of the Mac) speed
in ConfigPPP should be set to 56k.

There was an article ('the Hype') on LEM about this a few months ago.

If and how well the modem does this job (and other jobs) is, of course, set
in the modem Init, the string that can be edited. It goes like: AT&F etc.
Some modems state the meaning of these commands on the bottom of the case.

The Init strings for some Best Data modems:
