This is frustrating, but it's still my fault, I didn't
explain enough, so...
This problem started two nights ago. The SE/30 was
working fine, when there was a very small "click" and
the screen went from perfect to what showed in
aforementioned graphic in about half a second. 
Removal of the Asante MacCon Ethernet card I had
installed a week previous had no effect.
Cleaning of the contacts on the ROM SIMM with a
vinegar-salt solution had no effect. Likewise the RAM
SIMMs.
Replacement of the 3.6v PRAM battery with a new one,
date-stamped MAY 02 and sporting a use-by date of May
2002, had no effect.
Adjustment of both the internal and external
brightness pots only makes aforementioned graphic
brighter or darker, but fails to restore actual video
display. Again, it appears that it's just not getting
a signal from the logic board.
