Because they are files of type 'APPC" (creator 'apcp'), which 7.1
doesn't recognize as being control panels? (Actually they are
applications. I think that was part of the Copland plan -- at 1 time,
whatever phase the moon may have been in at that point in the mid '90s
-- which involved, among other things, getting rid of the control
panels & extensions, & just having every executable just be an app, a
la *nix -- which they eventually did, in OS X, but this, like so much
of Copland, was a sort of half-@$$ed step towards that.)
