In a Compact Mac it's most likely nicotine or other tobacco smoke residue (the same sort of stuff that makes your clothes stink after being in a busy pub) building up around the front air vents and on the bottom of the CRT. This area heats up a lot during operation as it is farthest from the fan in SEs and Classics and in the slow air at the bottom of the convection route in older Macs.
