My, thats a long one.

Check that tcp is selected to be available all the time rather than 
"only when needed". To do this choose edit / user-mode while the tpc 
control panel is active, this should give you three choices. Chosing 
anything but basic should give you a "Options" button at the bottom of 
the tcp CP. On every install I've done, this "Option" is always set to 
"Load only when needed". If this is the case with your machine it might 
explain why you dont see it. You might also like to check your starting 
domain name.

A bit simplistic but I've over look it once or twice. I'll leave the 
harder stuff to those who know your setup.

I use a old tool called WhatRoute (fat) to ping from the machine I'm 
working on, I'm sure there are others better suited to compacts but it 
should work on the quadra. Everything here uses a static address and 
Mactcp, the mix of linux, pc and macs all play well together.
