I certainly do have OT installed and it did come with System 7.5.3, the  
one downloadable from Apple in 19 disk images.  Anyway, I figured it  
out, I feel like a moron now that I figured out what it was.  On the  
card itself there is a single dip switch which controls whether it uses  
the coax port or the AUI port.  Once I switched the dip switch over to  
coax, it started working fine.

Doh! oh well, at least it works now
