In my experience, the Mac Plus doesn't supply any termination at all.
I've found that any single device attached to the Plus' SCSI port needs to
be terminated, but if a second device is added, it may *or many not* need
termination. I think I've read others who detailed that the Plus' SCSI
port was very "finicky".
As you noted, the Plus does not supply termination power. At the time of
its release, all external hard drives did supply this power, but later, when
the Mac SE and above did supply the power, certain manufacturers disabled
termination power on their external drives, which caused a problem with many
Plus owners. I myself once got a GCC FX/80 (bought with an SE/30) that
simply would never work with a Plus, but its earlier "cousin", the FX/20,
still works with my Plus to this day!
