That's really arguing about semantics, but that wording has difficulties
of its own: The internal disk *can* be terminated (and *should be* under
most circumstances), but you can't assume that they are automatically.
This can occur if someone has swapped out the drive, didn't understand
scsi, and installed an unterminated drive, believing that the computer
automatically takes care of this for internal drives.

Again, all of this linguistic complexity is avoided by stating the rule
this way: The host generally does not supply terminations. The first and
last scsi devices on the bus need to be terminated. Those devices may or
may not be internal. But "need to be" and "are" are two different
things.

Btw, a pass-through termination is not strictly needed between a Plus
and an external drive. If the SCSI cable isn't ridiculously long, a
single external drive will work fine with a single termination at the
drive end of the bus. That said, it is true that scsi on the Plus can
involve more trial-and-error than other models (particularly with newer
drives). If it works without the pass-through, do that. If it needs it,
do that. :-)
