I googled to some shareware sites when I needed a file splitter and came up
with File Splitter. It's compact and works well at cutting files into
floppy-sized chunks.

Or you can just use an older copy of stuffit through OS 9 classic mode, expand the file, then make a segmented archive of it and send it on over to the SE/30. I assume you have some version of stuffit on the SE/30, which should be able to rejoin the file. Even DiskDoubler is good for that sort of thing.
