<I have two non-working 400k drives with very different symptoms. -- >[1] The original Sony internal drive in my old 128k Mac is jammed.
Try to remove the old lube that has turned to glue. Then re-lube. I've used alcohol to remove the old lube. Once I get it to work dry, then I will lube it. <[2] I have an external drive I got on eBay. It accepts the disks and <tries to read them, buy always thinks the disk is unreadable and asks <if it should initialize it. If I say yes, then the initialization <fails. The inside of the drive itself is quite dirty, so I'm guessing <this just needs to be cleaned. This probably needs adjusted. Try to clean it first. The Larry Pina book is a good one to have.
