In short: PCs can not read or write Macintosh's 800 Kb disks. You need
either to use a more recent Macintosh with a 1.44 Mb drive to create the 800
Kb disks from the images, or upgrade your SE with a 1.44 Mb drive (very
difficult - would involve the replacement of the disk controller IC in the
motherboard).

If your SE has a hard disk with an OS installed on it, you can plug it into
the PC using a SCSI controller and copy the disk images using a software
like TransMac or HFVExplorer. But since you're looking for boot disks, I
assume that you don't have a hard disk, or it has crashed.
