Yes, there is a terminator on the external drive. I'll try another one later. Now, I don't know what an "in-line" terminator is. Should I change the SCSI ID? I think it is set to 1. There is nothing else on the SCSI chain.

Make sure your SCSI drive is supplying termination power, the Mac Plus doesn't. One of the SCSI lines needs to have +5V on it or else the termination doesn't work right.
