Are you sure?

I know that Disk Copy 6.x doesn't work under System 6.x, but DiskCopy 4.2
should work just fine and be able to make "exact copies" of any floppy under
System 6.

What DiskCopy 4.2 can't do, however, is mount images on the desktop which is
why you need the Mount Image control panel.

If you're just looking for a way to mount a disk image for just a one-time
installation or something, use Mount Image.  If you're actually looking to
make copies of disks, or create a disk from a disk image, use DiskCopy 4.2.
There's no reason to do it the 'hard way' using Mount Image by mounting the
disk, copying to a folder, then copying to a floppy when DiskCopy will do it
all for you.
