In that case look for "Network Software Selector" and run it. It lets you 
choose between Open Transport and "Classic" networking.

In the Open Transport mode, you can see AppleTalk and TCP/IP in the 
control panels folder. In "Classic" you get Network and MacTCP control 
panels. The Network Software Selector does some magic including making 
control panels visible or invisible.

The term "classic networking" predates the "classic" environment of OS X 
by about 10 years; they are not related.
