A browser on an SE/30 is just on the edge of the impossible. You're probably best off using one of the lynx-based text-only browsers.
iCab (http://icab.de/) may be possible, but it will probably want a color screen. Internet Explorer around version 2, or Netscape around version 2 or 3.
