This is a myth. ALL versions of OS X support AppleTalk over Ethernet.
They all work fine with AppleTalk-only LaserWriters. They will all
"see"
each other when attempting to set up File Sharing connections, given

you have turned on AppleTalk (2 places in OS X).
What is incompatible is the versions of AppleShare File Sharing
software.
When the file sharing software is incompatible, the machines see each
other and their names show up (meaning the AppleTalk protocol is
working), but when you click them you get an error message and they
cannot actually share any files.
With OS X 10.2 and 10.3, you can usually upgrade the File Sharing
client
or server software on your older Mac to make it compatible and share
files. Both 10.1 and 10.4 require a TCP/IP connection between the
machines and AppleShare over IP, which became standard with Mac OS 9.
The
easiest workaround in that case is to keep a Mac OS 9 computer in the
middle as a server.
So, while it's true that "ALL versions of OS X support AppleTalk over
Ethernet", the need for 10.4 to use AppleTalk over TCP/IP, which AFAIK
system 7 doesn't do means that the quoted text is right.
