I've heard of this, and I actually built one. It made the five rapid
beeping tones that a payphone makes when you put a quarter in it, although I
never tried it. The idea was that you would put a nickel in the payphone in
order to 'load' it, then put the speaker of your device to the handset
microphone and beep in as many 'quarters' as you wanted. So even though it
was a cheat, the calls weren't 'no-charge' (the initial nickel was required
for it to fake out the payphone, supposedly). This was several years ago,
and it was known as a "RED BOX" as far as I recall.
