There is no rule that limits the number of players you can have.

I cannot see what the problem is.  I see that there is an entry for
Halgo
in the password file and that it never started one of the games.  I
assume
it never started the other game either.

I suspect there is something wrong in the code, perhaps as a result of a
minor change that had an unexpected effect.   The first thing I would 
try is to manaully run your program with GTP commands and see if it
accepts the genmove command properly, etc.

I'm pretty sure there is no CGOS specific bug.  

You can try running one of your other programs using the same login for
a
game to see what happens.   I would also double and triple check the 
script you use to run the bot.
