No, because they play the game out to the end where everything is as
safe as it can be. Then, because they had to guess what the best move is
at each point when playing it out, they play it out many thousands of
time, and see what percentage of those playouts led to a win for each side.

Playing randomly like that shouldn't work, but when you play Mogo et al,
you see that intelligent behaviour emerges.
