Actually white uses dynamic komi too in the condition with dynamic komi. But it is only active when white has a winning position. In that case usually the difference in thinking time quickly decides the game so it should not matter much.

So as I wrote I should experiment doing dynamic komi for white whithout any restrictions or perhaps a milder form. By watching the first game with 10k vs 100k playouts I notice that White expects black to tenuki in most variations. But with dynamic komi black plays every fight to the end. So it is clear that Valkyria as white plays a lot of really bad moves without active dynamic komi.
