Yes, there has been a bit of a kerfuffle about this,
 but the change in policy is actually quite minor.

 Previously IEEE policy allowed authors to post the
 exact PDF as it would be downloaded from IEEE Xplore.

 Now they can only post the final PDF as they themselves 
 typeset it.   The policy is not applied retrospectively.
