right -- so you can always walk into a public university library here and
access their journals, and even a local library will be able to
inter-library loan
it for you from the nearest university, i.e. to have it mailed to them, at no
charge to you, so that you can read it.

i'm not sure about private university library policy, but it's
irrelevant -- there are
plenty of public universities here, and they (in my experience) have
always gladly
helped members of the public.
