Not cheap to have multiple instances of programs that are already running on
a cluster.

Given that Amazon ECS instances are relatively cheap, when can we organize a
tournament where n instances of n programs play nxn games simultaneously?

More generally, how would we maximize the quality of rating information in
an efficient manner? A knockout tournament where the top pairs play n games,
switching between black and white?
