This sounds like it's happening when you open Outlook or Word... something that is using MSOffice. Sometimes even though you uninstall, the programmer is lazy and doesn't write a real good uninstall routine. You may have to disable some plug-ins that are causing this problem. I'd suggest to disable all of them starting with Outlook and go through enabling them until you find the culprit. If this is happening only when you open up a MS Office application, I can give you more detailed info. Also you may have Outlook or Word or Excel opening automagically when you turn on your PC. Check to see if that's the case.
