I'm guessing from your post that you are running wireless. Does this happen when you are wired into the router? Plug the pc in with a wire and do a speedtest. A good one that I use is:
www.speedtest.net Just click on the yellow pyramid (the closest one to you) and compare your wired speeds vs. your wireless speeds.
