See if you can save it as a .doc But you will need Office, or Openoffice (my fav is Openoffice) to manipulate it.
Another thing you can try, rescan and save it as an image (.bmp or .jpg or even .png) and right click the file and hit "Open With" and choose "Paint" and use the writing tool in paint to fill in the document. BTW, I've done all the above, they all have thier niches, but one will work for you.
