At first I was going to tell you that the Inspiron series are laptops,
but I googled it, and apparently they are not just laptops. That being
said, let the troubleshooting begin...

You already tried another set of speakers, so try another sound card,
get the cheappy from wal-mart, and if it does the same thing you can
return it. If it works, keep it. Although, if it does the same thing,
I would start looking at driver issues, although it would be odd that
a driver conflict would cause low volume, usually driver conflict will
cause no sound at all.
