Try this:

sudo -u root apt-get update

here's a link to a man page for apt-get http://linux.die.net/man/8/apt-get
and for sudo http://linux.die.net/man/8/sudo

to check if you are actually putting in the right PWD, try

sudo -u root gedit

if you get a gedit window pop up then you are using the correct PWD.
Also bear in mind only your privileged account will be able to sudo
(ie your admin account).
