Unfortunately the above is correct; you cannot change your system
partition letter.

You can however check to see what is going on

START
RUN
diskmgmt.msc

Check to make sure that there is no drive C.  If everything is correct
then reinstall the OS and format all of the partitions in the windows
setup, once that is finished Windows should assign it drive C, drive H
is VERY odd....

Also make sure you are using the windows disc that came with the
computer and not a custom one.

If that does not work then just post and we can explain how to setup a
winnt.sif file on a XP disc and you can customize your options.
