Try a different SATA cable on that hard drive and see if anything
changes from that, or if you have access to another computer try the
drive in that computer, it is possible that a sector on the HD is
corrupt/bad or that the hard drive is dead.

A hard drive can still spin up, and it still has it's board on the
bottom of it to tell BIOS what it is, but it may not be working
correctly internally.  Hard drives can die very easily.
