If you have uninstalled the program via Add/Remove programs and the
folder has been deleted from the Program Files directory then the only
other place something would hide would be in the registry.  Try to
install the google toolbar once again from the net and then uninstall
it and see if that works, if not then maybe you would have to do a
fresh install of Windows 7 and not a general upgrade;  just remember
to backup your files.
