Boy, that was fun.
I installed the MSI cleanup and uninstalled Office 2003.
I reinstalled Office only to find a new problem called Error 1402.
Each time I gave permission to a particular Registry entry, and tried
installing Office again, I got another Error 1402 referencing another
Registry entry.
And just to add to the fun, my original annoyance of Windows Installer
is configuring Office 2003, was replaced by a message indicating
installer configuring PSSWCORE, TRAYAPP, MARKETRESEARCH and
HPPRODUCTASSISTANT.
Two hours later and in great need of an alchoholic beverage, I decided
to do a System Restore to at least get rid of the new problem, Error
1402.
The Restore worked and now I'm back to my original problem.
Now I really know what is meant by coming full circle.
