That is what 'roaming' is. Using another carriers network. But, when it comes to mobile broadband, it is not quite the same so he may not be able to do it. I do know that people with mobile broadband cards from one of the Canadian carriers have no problem traveling throughout here in the states. He needs to check with Alltel/Verizon and ask them the question straight out. I would be interested in what they have to say. In fact it probably would be the Verizon network he connects to since the Alltel network is being merged into Verizon.
