You are able to see the devices from a hardware perspective (drivers) but
not from a software perspective (TCP/IP stack) using higher layer
applications like ipconfig. So you'll most likely have to reinstall the
Networking portion of Windows. I don't have a Windows 7 system in front of
me but you should be able to do it in Control Panel, Add/Remove Programs,
Windows Components.
