Many ISPs will not let you send email (on port 25) to any outgoing mail server except their own. Some may prevent you from downloading via POP, but I haven't seen that. So typically you should be able to download your email from anywhere, but not be able to send any from most places. If you want to send via the Verizon outgoing mail server (something like mail.verizon.net, for example), you will need to be using the Verizon ISP. If your neighbor's wireless is using a cable provider for an ISP, sending won't work. There can be other reasons as well. Did you post your configuration? For example, do you have the incoming mail server set to "pop.verizon.net" and the outgoing to "mail.verizon.net"?
