This is why network neutrality is essential to a free society and 
probably why the neocons want to take it away from us. There is no end to 
the subtle and not so subtle mischief by which the self-appointed 
gatekeepers of the Internet can control us. In your case they want you to 
move up to a more expensive level of service so they manipulate your 
access. When you ask questions you get a bunch of doubletalk and finger 
pointing.

So what is your ISP doing for you that is so special? Have you looked 
into any of the national providers of dial-up access, like PeoplePC, 
NetZero, or Earthlink.
