In fact, just yesterday I was looking into obtaining a different ISP.
Even if my ISP is not directly at fault in my case, they are not going
to go to bat for me by trying to find out why this situation is
happening. Indeed, they tried to suggest that I switch to broadband
from them. I had to tell them that where I live my only option along
that line is the cable provider that has the monopoly in Fairfax
County.
He was making the same assumption that you seemed to make initially,
that being that I am particularly interested in Youtube videos. That
is not the case at all. I was not pursuing the causes of my truncated
downloads because I am hung up on Youtube, but rather because the
entire situation mystified me. Another question I would have is this:
If it is Youtube and Google videos today, what content provider will
have their data being throttled tomorrow?
