I have not looked into this myself, but I have read that this is a common problem with municipal WiFi. Their signal is okay outside, but too weak indoors. Their standard solution is to tell citizens to put a relay box in the window. So I would start by looking up what these systems recommend. This will probably be inexpensive. With a little luck and a minimum of equipment you may be able to locate a WiFi router upstairs that can be set to join that free network. Then your computer downstairs will hopefully be in range of your upstairs WiFi router.
